Abstract
Whenever appropriate, portions of this metadata were directly taken from the metadata of the original data set. RCRIS (Hazardous Waste - Violations and Permits Database) is a national computerized management information system in support of the Resource Conservation and Recovery Act (RCRA). RCRA requires that generators, transporters, treaters, storers, and disposers of hazardous waste provide information concerning their activities to state environmental agencies. For distribution with BASINS v.2.0, the spatial attributes of the database were prepared in Arcview shape file format while selected relational attributes were prepared in Arcview DBF file format.
Purpose
The RCRIS database is used by the EPA to support its implementation of RCRA, as amended by the Hazardous and Solid Waste Amendments of 1984 (HSWA). The system is used primarily used to track handler permit or closure status, compliant with Federal and State regulations, and cleanup activities. This datasets is made available to interested persons through the University of Arizona's instance of Open Geoportal. It has been provided to assist educators, students, researchers, and policy makers in mapping and/or analysis applications.

Limitations_of_Data: Not all RCRIS sites reported in the conterminous U.S. are included. For example, sites with no assigned locational coordinates cannot be included. Reviews_Applied: Positional and attribute accuracy are verified by taking independent samples of the data, viewing the data using ARCEDIT, and comparing the displayed data with matching records from Envirofacts. ARC/INFO watch files were created during the extraction of data from the EF Oracle database, the processing of the EF data into ARC/INFO point coverages, and the insertion of the point coverages into ESDLS. These files were created to monitor and verify that the processing occurred without error.

Description
The BASINS RCRIS data layer for the conterminous U.S. was created through further processing of ESDLS spatial coverage( http://www.epa.gov/enviro/html/esdls/esdls_over.html ) of EPA regulated facilities and from selected RCRIS data downloaded from the Envirofacts Oracle database. The ESDLS coverage is broken into four separate Arc/Info coverages representing the NE, SE, NW and SW quadrants of the conterminous U.S. was downloaded from ftp://ftp.epa.gov/pub/spdata/ef as compressed Arc/Info export (e00) files. The coverages were reprojected from Albers Conic Equal Area projection with datum NAD83 to geographic decimal degrees. They were then converted to Arcview shape files using the Arc/Info ARCSHAPE command. Using Arcview, the shape files were merged to produce a single shape file that contains the point locations of EPA regulated facilities for the entire conterminous U.S. The shape file that contains the point locations of the facilities was generated by selecting only the facilities that fall under the RCRIS program system. Facilities that are shown to be located (e.g. based on lat-long coordinates) outside the land boundary of the conterminous U.S. were excluded. Selected attribute tables were downloaded from the Envirofacts database to supplement the attribute data that was available in the ESDLS coverage. The RCR_FACILITY_SUMMARY table in the Envirofacts database is joined permanently with the primary attribute table of the ESDLS coverage to produce the new primary attribute table of the BASINS RCRIS data layer. No related tables were created for this data layer.

Dataset renamed from RCRIS_Sites.shp to AZ-CA-NV_RCRISsites_1998.shp by Ben Hickson with the University of Arizona Library. Metadata fields corresponding the Open Geoportal Working Group Best Practices Guide (http://opengeoportal.org/working-groups/metadata/) were also updated.
